FEMA has established an Office of National Preparedness to lead this effort and the efforts of other Federal departments and agencies to promote State, Territorial, Tribal, and local incident management capabilities. Under the President’s proposed Department of Homeland Security, FEMA will serve as the focal point for implementing terrorism incident management programs. Although the focus of the Office of National Preparedness will be on terrorism, it will pursue these critical objectives within an all-hazard framework.
