A performance plan lacking such metrics may be considered to be incomplete or of poor quality, if not necessarily invalid.  However, in actual practice, relatively small sets of key performance indicators (KPI) of a qualitative (subjective) nature are often used.  Indeed, in some cases, such as assessing customer satisfaction, use of qualitative metrics may be appropriate. The child elements of the Relationship element include Name, Description, and Identifier.  An attributed named RelationshipType is also provided, whose controlled vocabulary of allowable terms includes: "broader_than," "narrower_than" and "peer_to".  Usage of the Relationship element is optional and repeatable.  If the Relationship element is used, usage of the RelationshipType attribute is required and limited to one instance.  Usage of the Identifier child element is also required and repeatable in the event that the same relationship may be applicable to multiple instances of the elements to which it refers.
