HRSA 2019-2022 Strategic Plan This HRSA Strategic Plan FY 2019 – FY 2022 (hereafter referred to as the Strategic Plan) is a blueprint for HRSA as it addresses ongoing access and service delivery needs in the context of an evolving health care system.
